Yesterday, my laptop began having an odd issue during startup. It now sometimes hangs when the BIOS loads. Once it decides to stop doing that, it'll hang at the bootloader stage. Eventually, it'll start booting properly, but I really don't want to spend 15 minutes fiddling with it to get it to boot.

I've already upgraded the BIOS, which didn't help the issue. Could it just be a messed up bootsector causing the issue, or is it more likely just a failing hard drive?
